HR Manager

Human Resources Team


Position Overview:

As the Human Resource Manager you have strategic and functional responsibilities for all of the HR disciplines. You are expected to demonstrate the expertise of an HR generalist combined with general business and management skills. You are expected to understand and contribute to the organisations’ operational and strategic goals for each team.


Reporting to: Chief Performance Officer


Essential Job Functions:

  •  Administration:
    • Overall system administration, consultation, development and hands-on functional support necessary to implement and/or improve HR services.
    • Support the HR team in development of new policies and procedures, educate changes to existing policies and procedures.
    • Analyse and review trends regarding operational enquiries for HR, develop and implement recommendations following analysis.
    • Responsible for the supervision of the payroll ensuring accurate and timely submission of data to the Finance department. Ensuring reports are provided to the various stakeholders on time and as required.
  • Culture Implementation:
    • Implementation of the culture code that supports the business values ensuring the engagement in delivering excellent customer service, operational effectiveness and efficiency.
  • Employee Relations:
    • Maintain confidentiality concerning all personnel actions.
    • Assisting management with organisation plans and changes that are required to meet business objectives.
  • Recruitment:
    • Manage and develop the full range of the employee lifecycle process.
    • Ownership of the workflow of the employment process within the HR team.
    • Interview and recruit new staff as required to meet business needs, assist in the induction of new joiners.
    • Deliver best practice, cost-effective recruitment and assessment procedures to attract and retain talent.
  • Performance:
    • Develop and monitor productivity data for NetRefer team, together with the functional manager identify additional training requirements for each function.
    • Provide regular feedback to NetRefer team to develop skills and encourage growth. Review existing Training and Development programs and implement changes when required.
  • Customer Satisfaction:
    • Evaluate results following employee engagement and satisfaction surveys and develop recommendations for improvement as required.
    • Respond to high-level escalated questions and complaints supporting the HR team as and when required.
  • Change Management:
    • Working with team leads to ensure that changes, communication and training approaches are aligned with the business objectives.
    • Assessing change impact and team readiness, developing actions, including communication and when required training plans.
    • Managing the change, communication, training and people readiness for the organisation, ensuring that policies and procedures are adhered to across all teams.
  • Strategic Management:
    • Deliver up-to-date reports on trends in each department and alert the Line Managers and HR team on people issues or potential risks.
  • Other Responsibilities:
    • Communicate and educate HR team on all HR initiatives that may be undertaken, explaining requirement and method for implementation.
    • Define and clearly identify smart performance and incentive objectives and goals for the department.
    • Provide coaching and guidance to improve team performance and capabilities and creating an environment that promotes customer service, teamwork and accountability.


Skills required:

  • Qualification in Management or HR;
  • 4 years+ experience as HR Manager;
  • Ability to represent the Human Resource function as part of the bigger business picture;
  • A professional and commercial approach to HR, with the ability to deliver high employee satisfaction, appropriate development and reward for individuals;
  • Superb communication skills honed in business partnering/advisory roles;
  • Examples of adding value as both an individual contributor and active team member;
  • Experience of dealing with senior and sometimes challenging individuals;
  • Ability to build rapport quickly with key members of the executive team;
  • Confident directing HR and advising managers on all aspects of people management and development;
  • Strong understanding of employment law (Maltese and EU Context).
